Since you have been given all the warnings but no help.

I was able to do this as root:

[root@bretsony root]# adduser testdude
[root@bretsony root]# passwd testdude
Changing password for user testdude.
New password:                   # I entered "a" (no quotes)
BAD PASSWORD: it's WAY too short
Retype new password:            # I entered "a" againg (no quotes)
passwd: all authentication tokens updated successfully.

I was then able to log in as testdude from a vt with the single char
password a

This is on a RHL 7.3 machine.
