        It depends...  But probably not...  And most certainly yes...
And probably n/a since you really don't want to do that...  Why are
you trying to?

        If you are using a standard CD-R burner, no.  Use cdrecord.
That uses special SCSI ioctls to manage the recording.  If you are using
a CD-RW burner, I don't know for absolutely sure but I don't think so
(it's the same basic same operation).  If you are using a DVD+RW burner
(got one - yeah!) probably (but I don't see any advantage for CD's to
use dd over cdrecord and there are possible disadvantages like loosing
the run-out padding).  Burning DVD images (iso 9660) to the DVD+RW
drives and disks using the growdvd tool (separate little toy) you are using
mkisofs feed to dd.  Works like a charm.  I've had a few problems with
DVD+R blanks and have not tried DVD-R or DVD-RW (both of which are suppose
to work).  When burning CD's (R or RW) in that drive I fall back to the
trustworthy cdrecord, even then.  Why not?  Why bother with dd?  Doesn't
really make sense to me.

        In either case, you still need to make the iso image with mkisofs.
Neither cdrecord nor dd will make that image for you.
