ARC= is an Alpha only option, documented in the initscripts
package.

While you sysconfig file looks correct, something must be wrong
with your /etc/localtime file. Try the following as root:

  # rm -f /etc/localtime /etc/adjtime
  # dateconfig

Reset your timezone. Repeat above two steps if anything goes wrong.
