look in /etc/sysconfig/network-scripts/ifcfg-eth? (? is the interface #) for a PEERDNS=no setting if it is there comment it out or remove it and you should be good to go. That is the only thing that comes to mind that would cause this behavior. neat may very well put it there to keep the hardcoded entry from being overwritten.
