I agree that Putty is nice for it's small footprint, but the ssh client that can be downloaded at http://www.ssh.com/support/downloads/secureshellwks/non-commercial.html also includes command-line utilities as well as a very nice graphical file tranfer app.

Or go to www.openssh.com/windows.html and pick one of the many other ssh clients for win32... personally, I like putty most. Tiny footprint + cmd-line scp in windows!
