You sure its not a firewall issue. I am running a stock (unpatched) RH8.0, 2.4.18 kernel/iptables on my firewall and can make a "single" outbound PPTP based VPN connection from behind this firewall. Multiple concurrent connections would require a connection tracking patch. Anyway, the following site should answer all your questions.
