It turned out that pam was already installed, just behind the times,
even though libpwdb.so.0 wasn't anywhere to be found.

  I was able to upgrade pam in 2 steps, and then wu-ftp installed.
Interesting.  Rather than reporting that an earlier version of pam
existed, it complained about the library files.  

  For some reason I don't understand, my user account lost its password
after pam was upgraded. Root still had its password, so I was able to get
into the machine via ssh.  I had to reset my username's password.
