As root:
copy /home/user/.mozilla/default/*/bookmarks.html to
/root/.mozilla/root/*/bookmarks.html

Or, open mozilla as root, select bookmarks -> manage bookmarks -> tools -> 
import, and navigate to /home/user/.mozilla/default/*/bookmarks.html to 
select the file to import.
