Although there are many reasons why someone might disable the
three-finger-salute, or change its behavior. On several of my machines, most
notably the laptops, I have edited the relevant line in /etc/inittab,
replacing the "-r" option to shutdown with "-h" to make Control-Alt-Delete
halt instead of rebooting.
On other machines that are shared I've removed that line entirely, because I
don't want people to reboot the machine. Many people who have used Microsoft
software for a long time seem to think that the answer to every problem is the
salute.
I've often wished for support for other configurable hot keys, like perhaps
Control-Alt-Insert. Then I could map both reboot and halt to keys. But I've
never found the time to try to hack it in myself.
Cheers,
Eric
