You need modify and recompile util-linux, which contains /bin/login.
Now's a good time to learn how RPM works :) Download the SRPM, and
install it. In /usr/src/redhat/ will be the code. Then use 'rpm
--rebuild' to recreate it.
You can also rebuild PAM, but I don't think you want to do that. See:
