Per the following, I have exactly the same problem and can't seem to get
a response. Is it Apache that is creating this scenario? Anyone?
Would sure like to solve this .htm coming across as ascii problem. . .

Hello,
One user on our system has a couple of web pages ending in .htm. Is it
possible that apache is not identifying them correctly to the browser?
When they are loaded in netscape/lynx they are presented as source.
