Today I tried to find the LILO howto at Redhat's ftp site and was not able to.
Where is the HOWTO that explains the ins and outs of LILO, especially what
can be placed on the command line at boot time and what the errors mean?

When booting emergency, or single, I get the following at the end, before it
hangs forever:

Partition check:
  hda: hda1
  hdc: hdc1
[...]

VFS: Mounted root (ext2 filesystem) readonly.

It does a newline and then hangs. The problem is that there is a hdc2 and
a hdc3, where hdc2 is /usr and hdc3 is swap. The partition check got it
wrong.

If I try the rescue mode from the installation floppies, after the supplemental
disk is loaded, I see the following (I hit scroll-lock):

cat: error in loading shared libraries
libresolv.so.2: cannot open shared object file: No such file or directory

gunzip: /tmp/libext2fs.so.2.3.gz: unexpected end of file
cat: error in loading shared libraries
libresolv.so.2: cannot open shared object file: No such file or directory

gunzip: /tmp/libnsl-2.0.5.so.2.3.gz: unexpected end of file
cat: error in loading shared libraries
libresolv.so.2: cannot open shared object file: No such file or directory

gunzip: /tmp/libnss_files-2.0.5.so.gz: unexpected end of file
cat: error in loading shared libraries
libresolv.so.2: cannot open shared object file: No such file or directory

gunzip: /tmp/libuuid.so.1.1.gz: unexpected end of file
chmod: libext2fs.so.2: No such file or directory
chmod: libext2fs.so.2.3: No such file or directory
chmod: libnsl.so.1: No such file or directory
chmod: libnss_files.so.1: No such file or directory
chmod: libuuid.so.1: No such file or directory
chmod: libuuid.so.1.1: No such file or directory
sending termination signals...

It then proceeds to reboot the system.

If anyone has any clue as to what it will take to get Linux to reboot,
please let me know. If you want to talk on the phone, interactively,
then call collect to 608-274-2838 tonight. I have to come into work to
read the e-mail and then go home and try stuff.

Thanks, in advance.
