Do you have a /etc/nologin file?

Hi ,
 
    I have installed Red Hat 5.0 and it runs great , very impressed with it
so far. But , I have one problem. I cannot telnet into the system , either
on console or remote. I simply get "Login incorrect" when I attempt it. I
have used other account than root to attept it , but no sucess. 
 
    I have added all hosts needed in the /etc/hosts file as well as the
/etc/hosts.allow file with the entry ALL : ALL. 
 
Is there another file I need to edit , something in inetd.conf or something
simple that I have left out. 
 
Here is a paste of the session as I see it.
 

Red Hat Linux release 5.0 (Hurricane)
Kernel 2.0.32 on an i486
login:(Known good name)
Password:(confirmed password)
 
Login incorrect
 
login:
 
Any help would be great.
