RTFM the mgetty docs.
It is WELL documented that mgetty will NOT work with cuax devices under Linux.
try ttySx devices. This is at least part of your problem.

Also why the links. They can also cause problems. If done correctly 
/dev/modem can be made to work but IMHO it is not worth it. /dev/fax
does nothing as far as I remember. I never heard of it and I have mgetty
running here for over 2 years.
