Ok, I guess. Like the man pg says most of the options are self explainatory.

Something like 
"setterm -powersave on|vsync|hsync|powerdown|off" you pick the options
Put it in the rc scripts and away you go. I must admit that the man page 
is sparce but with a little playing you can figure it out and write a new
one. I got this working awhile back it worked as advertised but I turned it
off because my monitor would take too long to completly warm up. The screen 
would be off center for about an hour so I turned it back off.

The problem with all of this is what happens if you leave the console
on one of the tty's? Does the screen blank or burn? It looks like too much
work to me.
