A low-level format is not what you need.  As a matter of fact, you can't
lowlevel format an IDE drive like you would a SCSI drive.

Check the following:

- Recreate your boot floppy on another, new, floppy disk.

- Reset the computer's BIOS to the factory defaults.

- Remove any plug-in cards in the computer that aren't necessary, only to
  limit the possibility of interrupt conflict, hardware problems, etc.
