xmkmf is usually found in /usr/bin/X11/xmkmf. It's a script that
ultimately calls imake to build X Window programs in a platform
independent way. If you do not have it you can directly call the
imake program with something like:

  imake -I<path to the system specific config files>
  
The config files are typically found in /usr/lib/X11/config. 
Obviously you must have X Windows installed on your system.
