If your system weren't using PAM, you'd have to patch and recompile
in.rlogind to solve this problem.  As it is, the solution is trivial.
Simply reverse the order of pam_rhosts_auth and pam_securetty lines lines
in /etc/pam.d/rlogin, so that the pam_rhosts_auth line comes *BEFORE*
the pam_securetty line, then try logging in again.
