  I'm still quite new to network operations, but this is as far as I understand
from my own experience.

  I actually drafted an introduction to some of the considerations behind
setting up an Internet server on dynamic IP and a non-24/7 connection at

  Just an additional note. What I'd usually do for Apache is to load httpd in
my ip-up.local, so that Apache will respond to my newly assigned IP-address.
Unlike sendmail, httpd is not exactly concerned with the domain name of a
machine (except with virtual hosts and the like), so as long as the address
that the surfer uses resolves to current (dynamic) ip address of your machine,
they would be able to access the web server there.
