I have a similar situation.  Check out the HOWTO at

ftp://ftp.fni.com/pub/wu-ftpd/guest-howto

This details how to set up restricted FTP access.  You do this by
chroot'ing users to given directories.  The only problem I have
had--and maybe others can shine some light--is that by doing so, the users
cannot see ANY files on the server side--even those they have just
transferred.  I am probably doing something wrong, but even my UNIX guru
brother couldn't get it set up right (so it's probably something VERY
simple :)
