You'd have to configure PPP to allow for non-root users to activate the
PPP by changing the line USERCTL=yes in
/etc/sysconfig/network-scripts/ifcfg-ppp0
Thereafter, you could activate PPP from the command line by using:
# /sbin/ifup ppp0
