Check your /etc/hosts.allow and hosts.deny files. If you deny acess to
pretty much everybody in hosts.deny you have to explicitly allow the hosts
you want to telnet from to your machine, but check the hosts.allow
(orhosts.deny)  man page for details. This is just one possibility, but it
would do the thing you described
