Sorry, I seem to remember that this behaviour is hard-coded in 'login'. All 
users except root get the dot! You can override this with /etc/profile just 
overwriting the default path, or you can recompile login.

I think the same as you, that it shouldn't be added unless the sysadmin 
specifically requires it. But then I'm a complete control freak and distrust 
my users.
