What is meant by "on inspection" you have it? If you mean on the CD, sure.
Is it actually installed ('rpm -q tk' and 'rpm -q tcl')?
I don't have either of the versions you get complaints about (libtk.4 and
libtcl.7) but, have newer versions. And it works for me.

I'm not much ahead of you and am just about at the end of my 'expertise' on
this, other than a suggestion to make sure the tcl/tk rpms are installed,
and to reinstall them if they are but they're still giving you problems.
Someone with more know-how (almost anyone) may have more or better
suggestions.
