You should read the windows-modem-sharing mini howto.

I tried the perl script included with it but found it didn't work for me.
However the mserver script that he mentions works Great! I use it all the
time. Though it is only ment for serial ports, I'm sure if you have a
client for it (or can find one), you could redirect the parallel ports aswell.
