This will depend on your modem.  Some modems will report the actual
connect speed in their connect string, you can do with this as you wish. 
Some will do so, but only if you set a particular AT command first.  Some
modems report whatever they feel like, in which case, you will be out of
luck.

Some terminal servers will be nice to you and tell you your connect speed,
if you want to write a particularly complex login script to login to the
terminal server, execute whatever command it has for reporting your
connect speed, then start PPP.
