This statement is not true, at least the part about not distributing
binaries.  I built an RPM with full support for all the different
animation types, and I asked Mark Podlipec, the author of xanim, for
permission to distribute it.  Specifically, I wanted to distribute the
binary, the man page, and a little other documentation.  Here is some of
what he told me:

    It is legal to distribute the precompiled XAnim executable with the
    decompression modules linked in for non-commercial use.

    There is a legal nitpick with distribution of the cinepak .o file by 
    itself (i.e. not compiled inside of xanim).  While I'm allowed to
    distribute, I can't grant others the right to distribute it.

Mark assured me that distributing the binary with everything built-in was
okay.  Just to be safe I included with my RPM the licensing information 
for the various animations that are supported.
