A quick trip to DejaNews with "fips fat-32" found the following link:

I downloaded it and tested it and it does work. It does take a LONG time to
read the FAT clusters, and looks like it has locked up while it is doing so.
Just go away and come back fifteen minutes later if that happens to you.
