On some distributions, /var is symlinked to /usr. On Redhat, /var is
off of the / tree, so it'll necessarily have to compete with the 100
megs that are in /.

If there is sufficient space in /usr to host mailboxes, you could
symlink /var to /usr; however, this may not be the case, and you could
(and probably should) reduce /home and make another separate partition
for /var.
