It actually just occured to me that there is a 'connect on bootup' or somesuch
option.  Check out /etc/sysconfig/network-scripts/ifcfg-ppp0 for a hint...

Ah, there it is.  Change the 'ONBOOT=yes' to 'ONBOOT=no'
