Apparently, not on POSIX. http://www.gnu.org/software/coreutils/manual/html_node/touch-invocation.html says "In any case, it is not possible, in normal operations, for a user to change the ctime field to a user-specified value."

I'm not sure what normal operations means.

Not using a hex editor on /dev/sda :)
