Based on the bug report you have provided, it is clear that the native Windows client does not support responding to the --test-sever command.

During the --test-server command, the local rdiff-backup innocently asks the remote server for the UID of the user running the process in order to check that integers are correctly transmitted. Since Windows does not support the getuid() call, this fails badly.

I will look into correcting this for the next release.
