tordans created an issue (openstreetmap/openstreetmap-website#6141)

I think we should document how to setup OAuth locally the same way it work on
staging and production servers. The main thing that is different ATM is that
https://www.openstreetmap.org/.well-known/openid-configuration is missing
locally out of the box (AKA after following the setup instructions).

I tried to do it but did not manage to…

has hints no which parts of the docs might be missing
     > (…) Doorkeeper disables this endpoint unless you define a
doorkeeper_signing_key(…)

Context:
* OAuth integrations like NextAuth use the `.well-known` endpoint
https://next-auth.js.org/configuration/providers/oauth
     > If your Provider is OpenID Connect (OIDC) compliant, we recommend using
the wellKnown option instead.
