https://dupnotes.webmapping.cyou/creator_om.html has a few examples like 
https://www.openstreetmap.org/note/4806005 and 
https://www.openstreetmap.org/note/4806010 where the user has added additional 
text "It is now changed to Belissimo Pizza". Both notes appear to be completely 
identical otherwise.

However, I've also seen examples like 
https://www.openstreetmap.org/note/4808109 + 
https://www.openstreetmap.org/note/4808110 - or - 
https://www.openstreetmap.org/note/4801012 and 
https://www.openstreetmap.org/note/4801013 where the same user has created 
notes at the same location, though with deviating manually added texts.

Some mappers might consider both use cases to be duplicates, although from a 
technical point of view, only the first example would be a duplicate.
