Have you tried running it under Rosetta 2? 

$ arch -x86_64 racket
# or do
$ arch -x86_64 zsh
# now all commands will run under Rosetta 2

Or so I believe from seeing people with similar problems, with other software. 
I have not tested this, and do. Not have an M1 Mac. And, I have no idea how to 
run Dr Racket under this...
