CRAN itself writes at https://cran.r-project.org/CRAN_team.htm :

  CRAN QA

CRAN package checks on combinations of various plattforms, R flavours, and
for additional issues are provided by
  - Kurt Hornik (Debian)
  - Tomas Kalibera (additional issues: rchk, rcnst, rlibro)
  - Uwe Ligges (Windows)
  - Brian D. Ripley (Fedora; additional issues, including: ATLAS, BLAS, MKL,
OpenBLAS, LTO, M1mac, clang-ASAN, clang-UBSAN, gcc-ASAN, gcc-UBSAN, noLD,
noOMP, valgrind)
  - Simon Urbanek (macOS)

Sp MKL is one of several 'additional issues' tests done by Brian Ripley, see
the mirror at
  https://github.com/r-devel/r-dev-web/tree/main/CRAN/QA/BDR/gannet
There is a higher-level README linked from CRAN package pages but I can't
find it now :-/
