I think it would be simplest to do this work on Linux. Getting a Linux
installation/VM would probably be more staightforward than debugging the
issues with MKL on Windows.
See "A.3.1.3 Intel MKL" in R Admin manual for more.

I recently got an email from CRAN regarding MKL issues for an R package I
submitted in November. Does anyone have any advice on fixing issues with MKL? I
want to install it locally so I can test locally, instead of guessing at the
problem and uploading to CRAN with the hope that I correctly identified the
issues. I found an old post online
(https://stackoverflow.com/questions/38090206/linking-intels-math-kernel-library-mkl-to-r-on-windows)
with instructions for using MKL with R on Windows (which I am using), but
these did not work for me. Any advice for what to try next?
