A notice to package developers:
For a long time CRAN has encouraged package maintainers to submit
packages via the web submission page linked from
<https://cran.r-project.org/web/packages/policies.html>
This makes handling submissions substantially easier for us, and we have
decided that it will be a requirement for submission from now on.
Documentation updates will be showing up as we find them.
