You're using the wrong make, presumably because your path is wrong. You should put the Rtools/bin directory first on your path, but you have a Borland make ahead of it.

The error is not in my Fortran file, because I also tried other files
or even without any arguments (it gives the same error msg
regardless).

System:
Windows Vista
R 2.10.1
Rtools installed (version 2.11)
