I think you can try this:

par(mfrow=c(1,2))
plot(1, type = 'n', axes = FALSE, xlab = '', ylab = '')
plot(1, type = 'n', axes = FALSE, xlab = '', ylab = '')
par(mfg = c(1, 2))
plot(rnorm(10))
