Yep...except it looks like the package has not been submitted to CRAN for some time, which would facilitate the building of a Windows binary. From a check of the list archives, it looks like Uwe's link was a temporary solution.

Prof Ripley appears to be building a binary of the package and the 2.9.0 version is available from:

  http://www.stats.ox.ac.uk/pub/RWin/bin/windows/contrib/2.9/
