There is nothing here I can reproduce:
Sys.setenv(TZ="EST5EDT")
date <- c("11/19/2006 00:00", "11/19/2006 00:10")
as.POSIXct(strptime(date,format="%m/%d/%Y %H:%M"))
gives
[1] "2006-11-19 00:00:00 EST" "2006-11-19 00:10:00 EST"
on both Mac OS X and Linux.
So what does sessionInfo() give on your system, and what timezone are you
using?
