If there are no binary version of the package you can always build the
package from source yourself. Check out
http://www.murdoch-sutherland.com/Rtools/ for information on how to do this.
(Or even the R manuals.)

If the automated builder fails, there is usually a good reason. In this
case editing Ratings/src/Makevars to have PKG_CPPFLAGS rather than
PKG_CXXFLAGS might do it (maintainer Cc:ed here).
