This is a general statistic question, but maybe ...

Suppose there are 1000 persons.

In 2002, 400 out of those 1000 persons participated in a questionaire and
330 said they own a homepage.
In 2008, 530 out of those 1000 persons participated in a questionaire and
490 said they own a homepage.

What kind of information can I draw from this data?


Given the sample size of 400 resp. 530 out of 1000, can I give an answer to
'significance'?
