I'm not sure I understand what you want, but perhaps:


x <- 1:9
y <- x
plot(x, y, ann=F, xaxt="n")
axis(1, lab=F) -> positions
mtext(paste(positions), side = 1, line = 1, outer = F, at = test, cex=1:length(positions))
