Remove the packages which have non-UTF-8 data. But why did you convert a warning to an error?

There are some (CRAN and other) packages which do not have correct declarations for their encoding, and this causes such warnings.

On my system those packages are

FracSim distributions kappalab rindex survrec

all of which appear to be in Latin-1 but do not have a declared encoding.
