I'm pretty sure Rstudio server communicates with a web browser, not with a local Rstudio desktop application. I don't think you can just run Rstudio via a Putty connection. Not sure how/if this works on Windows/Putty. If you install Rstudio server then ssh / putty doesn't really come into play -- everything happens over http.
