I am trying to build R-3.1.0 on RHEL
But configure returns with an error due to X11/Intrinsic.h missing

Is there a workaround ?

Yes, install it!

If you need more help, read the posting guide and note the appropriate list from

'Platform-specific questions: There are lists R-sig-Mac, R-sig-Debian and R-sig-Fedora for R on Mac OS X, Debian/Ubuntu and Fedora/Redhat respectively.'

But before you do, read carefully the manual at http://cran.r-project.org/doc/manuals/r-patched/R-admin.html#Essential-programs-and-libraries: it hints what RPMs need to be installed.
