'R' like many open source applications, uses several licenses because it
includes several other open source components.  If you are concerned about
using R for commercial purposes or in a commercial environment then you (or
your attorney/legal dept.) should consult

The intent is for to to be available free, for wide use.  But no one else
knows your intended use case.
