Thank you Frede Aakmann Tøgersen, but your 
suggestion is too difficult for me to understand.

Two problems:
1)If I let the labels on the bottom horizontal scale be
horizontal, then when I change the graph's size horizontally 
some labels disappear and reappear depending on the 
amount of stretch. Also labels take too much horizontal space.
Also it doesn't print the same number of labels as shows on 
the screen as they disappear and reappear.
2)If I put the labels vertically on the horizontal scale,
the 4-digit numbers take too much vertical space and I 
would like to put them to the left (i.e. above) the Unit.
I could externally tell it where to put them, but the
location should be relative to the label size, not only to 
the original scale of the horizontal axis.

It seems to me that there might be a 
way in R to make this happen.
